Bunlar\u0131n yan\u0131nda a\u011fa\u00e7lar, bir\u00e7ok ku\u015f t\u00fcr\u00fc ve b\u00f6cek t\u00fcr\u00fc i\u00e7in de ya\u015fam alan\u0131 olurlar.<\/p>\n<p><strong>A\u011fa\u00e7lar ormana d\u00f6nmeli d\u00fcnyada<\/strong><\/p>\n<p>\u00c7ok say\u0131da a\u011fa\u00e7 bir araya gelerek ormanlar\u0131 olu\u015fturur. Bir tek a\u011fa\u00e7 dahi onlarca fayda sunarken ormanlar\u0131n bunun kat be kat fazlas\u0131n\u0131 sundu\u011funu s\u00f6ylemek olduk\u00e7a kolay. D\u00fcnyadaki karalar\u0131n yakla\u015f\u0131k 3\u2019te biri ormanlarla kapl\u0131. BM Tar\u0131m ve G\u0131da \u00d6rg\u00fct\u00fc verilerine g\u00f6re 1,6 milyar ki\u015fi ormanlar yoluyla ya\u015famlar\u0131n\u0131 s\u00fcrd\u00fcr\u00fcyor. 10 milyon ki\u015fi do\u011frudan orman y\u00f6netimi ve korunumu alan\u0131nda istihdam ediliyor.\u00a0 Sadece kereste ve di\u011fer \u00fcr\u00fcnlerin \u00fcretimi ile k\u00fcresel gayri safi has\u0131lan\u0131n %1\u2019ine katk\u0131 sunar. Orman \u00fcr\u00fcnleri ticaretinin d\u00fcnyadaki toplam de\u011feri yakla\u015f\u0131k 250 milyar dolar iken ormanc\u0131l\u0131k sekt\u00f6r\u00fcn\u00fcn olu\u015fturdu\u011fu toplam katma de\u011fer 500 milyar dolar civar\u0131nda oldu\u011fu tahmin ediliyor.<\/p>\n<p><strong>3 trilyon a\u011fa\u00e7 var<\/strong><\/p>\n<p>Merak edilen konulardan birisi de a\u011fa\u00e7 say\u0131s\u0131. Bu noktadaki \u00e7al\u0131\u015fmalar yak\u0131n tarihimizde ger\u00e7ekle\u015fmi\u015f durumda. \u0130lk \u00e7al\u0131\u015fma 2004 y\u0131l\u0131nda y\u00fcr\u00fct\u00fcld\u00fc. Sadece uydu g\u00f6r\u00fcnt\u00fcleri esas al\u0131narak yap\u0131lan bu \u00e7al\u0131\u015fmadaki tahminlere g\u00f6re d\u00fcnyam\u0131zda 400 milyar civar\u0131nda a\u011fa\u00e7 oldu\u011fu d\u00fc\u015f\u00fcn\u00fcl\u00fcyordu.<\/p>\n<p>Ancak, bundan yakla\u015f\u0131k 10 y\u0131l sonras\u0131nda yap\u0131lan bir \u00e7al\u0131\u015fmada ise y\u00fcreklere nispeten su serildi. Zira tespit edilen de\u011fer ilk de\u011ferin yakla\u015f\u0131k 8 kat\u0131 civar\u0131ndayd\u0131. 150 y\u0131ll\u0131k bir ge\u00e7mi\u015fe sahip d\u00fcnyaca \u00fcnl\u00fc bilim dergisi Nature\u2019de yer alan 2015 tarihli bir \u00e7al\u0131\u015fmaya g\u00f6re d\u00fcnyam\u0131z\u0131n 3 trilyon a\u011fa\u00e7 bar\u0131nd\u0131rd\u0131\u011f\u0131 tahmin ediliyor. Ki\u015fi ba\u015f\u0131 400 a\u011fa\u00e7 d\u00fc\u015f\u00fcyor d\u00fcnyam\u0131zda.<\/p>\n<p>Bu a\u011fa\u00e7lar\u0131n %43\u2019\u00fcn\u00fcn tropik b\u00f6lgelerde oldu\u011fu de\u011ferlendiriliyor. Saha \u00e7al\u0131\u015fmalar\u0131 ile desteklenmi\u015f verilere g\u00f6re sadece Amazonlarda 390 milyar a\u011fac\u0131n var oldu\u011fu de\u011ferlendiriliyor. \u00c7al\u0131\u015fma kapsam\u0131nda 50\u2019den fazla \u00fclkede 400 bini a\u015fk\u0131n orman arazisinde \u00f6rnek say\u0131mlar\u0131n yap\u0131larak a\u011fa\u00e7 yo\u011funlu\u011funun belirlendi\u011fi, bu yo\u011funluklar\u0131n uydu g\u00f6r\u00fcnt\u00fcleri ile kar\u015f\u0131la\u015ft\u0131r\u0131lmas\u0131 yolu ile de olduk\u00e7a g\u00fcvenilir sonu\u00e7lar elde edildi. An\u0131lan \u00e7al\u0131\u015fma Birle\u015fmi\u015f Milletler \u00c7evre Program\u0131 kapsam\u0131nda 2007 y\u0131l\u0131ndan beri y\u00fcr\u00fct\u00fclen \u201cGezegenimiz i\u00e7in dikelim\u201d projesi kapsam\u0131nda y\u00fcr\u00fct\u00fcld\u00fc. \u00c7al\u0131\u015fmaya g\u00f6re 1982\u2019den beri d\u00fcnyam\u0131za 2,24 km2 bir alana tekab\u00fcl eden a\u011fa\u00e7l\u0131k alan kazand\u0131r\u0131lm\u0131\u015f durumda. Bu de\u011fer \u00fclkemiz y\u00fcz\u00f6l\u00e7\u00fcm\u00fcn\u00fcn 3 kat\u0131.<\/p>\n<p>Her ne kadar \u00e7al\u0131\u015fmaya g\u00f6re ki\u015fi ba\u015f\u0131na 400 tane a\u011fa\u00e7 d\u00fc\u015f\u00fcyor olsa da bu da\u011f\u0131l\u0131m homojenlik g\u00f6stermiyor ne yaz\u0131k ki. BM Tar\u0131m ve G\u0131da \u00d6rg\u00fct\u00fc taraf\u0131ndan yay\u0131mlanan \u201c2020 Y\u0131l\u0131 D\u00fcnya Orman G\u00f6r\u00fcn\u00fcm\u00fc (SOFO2020)\u201d raporuna g\u00f6re d\u00fcnya ormanlar\u0131n\u0131n yar\u0131dan \u00e7o\u011fu sadece 5 \u00fclkede yer al\u0131yor. Bu \u00fclkeler Brezilya, Kanada, \u00c7in, Rusya ve ABD olarak s\u0131ralan\u0131yor. Karasal alanlar\u0131n %31\u2019ini kaplayan d\u00fcnya ormanlar\u0131n\u0131n yakla\u015f\u0131k yar\u0131s\u0131, %49\u2019u balta girmemi\u015f, bozulmam\u0131\u015f stat\u00fcde. Yine ormanlar\u0131n %80\u2019i ise 1 milyon hektar alandan daha b\u00fcy\u00fck alan\u0131 kapsayacak alana sahipler.<\/p>\n<p><strong>Deryada katre suretinde<\/strong><\/p>\n<p>Do\u011faya verilen en b\u00fcy\u00fck zarar yine insano\u011flu eliyle veriliyor. Nature\u2019de yer alan 2015 tarihli \u00e7al\u0131\u015fmaya g\u00f6re; uygarl\u0131\u011f\u0131n ba\u015flad\u0131\u011f\u0131 andan bu yana var olan a\u011fa\u00e7lar\u0131n yakla\u015f\u0131k yar\u0131s\u0131n\u0131n, %46\u2019s\u0131n\u0131n yok edildi\u011fi tahmin ediliyor. Bununla birlikte a\u011fa\u00e7 t\u00fcr\u00fc, ya\u015f\u0131, geni\u015fli\u011fi gibi parametreler de say\u0131n\u0131n yan\u0131nda \u00f6nem arz ediyor. Yak\u0131n tarihimizde de y\u0131ll\u0131k 15 milyar a\u011fa\u00e7; k\u00e2\u011f\u0131t, kereste gibi malzemelerin \u00fcretimi i\u00e7in yok ediliyor. Bunun yerine ancak 5 milyar adet dikim yap\u0131l\u0131yor. Bu durumda y\u0131ll\u0131k bazda net 10 milyar adet kay\u0131p ya\u015fan\u0131yor.<\/p>\n<p>Buna kar\u015f\u0131n UNEP taraf\u0131ndan desteklenen \u201cGezegenimiz i\u00e7in dikelim\u201d kampanyas\u0131 \u00e7er\u00e7evesinde bug\u00fcne kadar 14,2 milyar a\u011fac\u0131n dikildi\u011fi, kay\u0131plar kar\u015f\u0131s\u0131nda da bu miktar\u0131n d\u00fcnyam\u0131z i\u00e7in deryada bir katre oldu\u011fu belirtiliyor.<\/p>\n<p><strong>Hassasiyet geli\u015fiyor<\/strong><\/p>\n<p>\u00dc\u00e7 trilyon a\u011fa\u00e7 say\u0131sal olarak her ne kadar \u00e7ok fazlaym\u0131\u015f gibi g\u00f6r\u00fcnse de durum hi\u00e7 de \u00f6yle de\u011fil. Yine SOFO 2020\u2019de yer alan de\u011ferlendirmelere g\u00f6re ormans\u0131zla\u015fma alarm d\u00fczeyinde azal\u0131yor. Tar\u0131msal ama\u00e7l\u0131 kullan\u0131m giderek art\u0131yor. 1990\u2019dan bu yana 420 milyon hektar orman alan\u0131n\u0131n farkl\u0131 ama\u00e7larda kullan\u0131lmas\u0131 nedeniyle kayba u\u011frad\u0131. Keza bu s\u00fcre zarf\u0131nda 100 milyon hektarl\u0131k alan ortaya \u00e7\u0131kan yang\u0131nlar, \u00e7e\u015fitli zararl\u0131lar ve hava etmenleri dolay\u0131s\u0131 ile zarar g\u00f6rd\u00fc.<\/p>\n<p>Ancak \u00e7evre konular\u0131nda son y\u0131llarda artan hassasiyet burada da olumlu etkisini g\u00f6sterdi. \u00d6zellikle ormanlar\u0131n karasal biyo\u00e7e\u015fitlili\u011fin \u00e7ok b\u00fcy\u00fck b\u00f6l\u00fcm\u00fcn\u00fc bar\u0131nd\u0131rmas\u0131 ve g\u00fcn\u00fcm\u00fcz k\u00fcresel sorunu iklim de\u011fi\u015fikli\u011fine yol a\u00e7an etkin sera gaz\u0131 yutak alanlar\u0131ndan biri olmas\u0131 bu noktada en tetikleyici unsurlar olmu\u015flard\u0131r. Bu meramda geli\u015ftirilen politikalar, at\u0131lan ortak ad\u0131mlar vesilesiyle son 30 y\u0131lda orman alanlar\u0131nda ya\u015fayan kay\u0131p h\u0131z\u0131 azald\u0131. 1990\u2019dan 2015\u2019e kadar y\u0131ll\u0131k bazda 16 milyon hektar kay\u0131p ya\u015fan\u0131rken 2015-2020 d\u00f6neminde bu de\u011fer y\u0131ll\u0131k bazda\u00a010 milyon hektara inmi\u015ftir.<\/p>\n<p><strong>Etkin ve d\u00fc\u015f\u00fck maliyetli iklim dostu uygulama<\/strong><\/p>\n<p>D\u00fcnya Do\u011fa Koruma Vakf\u0131 (WWF) ve BM G\u0131da ve Tar\u0131m \u00d6rg\u00fct\u00fc (FAO) verilerine g\u00f6re;\u00a0ormanlarda hapsedilmi\u015f olan karbon miktar\u0131, atmosferdekinden daha fazla (289 Gt). K\u00fcresel sera gazlar\u0131 emisyonunun y\u00fczde 17,4\u2019\u00fc ise ormans\u0131zla\u015fmadan ve ormanlar\u0131n bozulmas\u0131ndan kaynaklan\u0131yor.<\/p>\n<p>Ormanlar, k\u00fcresel emisyon art\u0131\u015f\u0131n\u0131n geri d\u00f6nd\u00fcr\u00fclmesinde en h\u0131zl\u0131, en d\u00fc\u015f\u00fck maliyetli ve en etkili ara\u00e7 olarak de\u011ferlendiriliyor. 2018 ulusal emisyon envanterine g\u00f6re \u00fclkemizde 1990-2016 d\u00f6neminde ormanlar ve i\u015flenmi\u015f orman \u00fcr\u00fcnlerince tutulan karbon %118,6 art\u0131\u015f sa\u011flam\u0131\u015ft\u0131r.<\/p>\n<p><strong>\u00dclkemizde ARTI\u015e var<\/strong><\/p>\n<p>\u00dclkemiz topraklar\u0131n\u0131n %29\u2019u ormanlarla kapl\u0131. Asli 22 a\u011fa\u00e7 t\u00fcr\u00fc ile kapl\u0131 ormanlar\u0131m\u0131zda alt t\u00fcrleri de de\u011ferlendirmeye ald\u0131\u011f\u0131m\u0131zda 185 a\u011fa\u00e7 t\u00fcr\u00fc ile zengin bir varl\u0131\u011fa sahip. Orman Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc (OGM) verilerine g\u00f6re \u00fclkemizde 1972 y\u0131l\u0131ndaki orman saham\u0131z 20,2 milyon hektar iken 2004 y\u0131l\u0131nda bu de\u011fer 21,2 milyon hektara \u00e7\u0131kt\u0131. Yani 30 y\u0131l\u0131 a\u015fk\u0131n s\u00fcrede yap\u0131lan yat\u0131r\u0131mlarla orman varl\u0131\u011f\u0131 1 milyon hektar civar\u0131nda art\u0131r\u0131l\u0131yor.<\/p>\n<p>2002 y\u0131l\u0131ndan sonra her alanda b\u00fcy\u00fck ilerlemeler kaydeden \u00fclkemizde \u00e7evre yat\u0131r\u0131mlar\u0131 \u015fahlan\u0131rken bundan a\u011fa\u00e7land\u0131rma faaliyetleri de nasibini al\u0131yor. Yine OGM taraf\u0131ndan yay\u0131mlanan T\u00fcrkiye Orman Varl\u0131\u011f\u0131 raporuna g\u00f6re 2019 y\u0131l\u0131ndaki orman varl\u0131\u011f\u0131m\u0131z 22,7 milyon hektara \u00e7\u0131kar\u0131l\u0131yor. 2004 y\u0131l\u0131ndan 2019\u2019a ge\u00e7en 15 y\u0131ll\u0131k s\u00fcre zarf\u0131nda orman varl\u0131\u011f\u0131nda 1,5 milyon hektarl\u0131k art\u0131\u015f sa\u011flan\u0131yor.\u00a0 Ayn\u0131 \u015fekilde, koru olarak de\u011ferlendirilen ormanl\u0131k alan 2004 y\u0131l\u0131nda %42 iken yap\u0131lan yo\u011fun \u00e7al\u0131\u015fmalarla bu de\u011fer 2019 y\u0131l\u0131nda %56\u2019ya \u00e7\u0131kar\u0131ld\u0131.<\/p>\n<p>Yap\u0131lan \u00e7al\u0131\u015fmalardan en \u00f6ne \u00e7\u0131kan\u0131 ise 2008-2012 y\u0131llar\u0131n\u0131 kapsayan d\u00f6nemde ger\u00e7ekle\u015fti. M\u00fclga \u00c7evre ve Orman Bakanl\u0131\u011f\u0131 d\u00f6neminde a\u011fa\u00e7land\u0131rma ve erozyon kontrol\u00fc seferberli\u011fi eylem plan\u0131 uygulamalar\u0131 kapsam\u0131nda Trakya b\u00fcy\u00fckl\u00fc\u011f\u00fcnde veya \u0130stanbul ilinin 3 kat\u0131 b\u00fcy\u00fckl\u00fc\u011f\u00fcndeki bir alan a\u011fa\u00e7land\u0131r\u0131larak \u00fclkemize kazand\u0131r\u0131ld\u0131. 2002 y\u0131l\u0131ndan bu yana yap\u0131lan \u00e7al\u0131\u015fmalar kapsam\u0131nda 4,7 milyar fidan toprakla bulu\u015fturularak gelece\u011fe nefes oldular. Ayn\u0131 \u015fekilde, y\u0131ll\u0131k fidan \u00fcretimi yakla\u015f\u0131k 5 kat art\u0131\u015fla 75 milyon fidandan 350 milyon fidana y\u00fckseltildi.<\/p>\n<p>\u00d6nemli karbon yutak alanlar\u0131ndan olan ormanlar\u0131m\u0131z ayn\u0131 zamanda iklim de\u011fi\u015fikli\u011fine yol a\u00e7an seragazlar\u0131n\u0131n depolanarak atmosfere sal\u0131nmas\u0131n\u0131 \u00f6nleyerek iklim de\u011fi\u015fikli\u011fi ile m\u00fccadelede etkin rol oynamaktad\u0131r. Bu itibarla, 2018 y\u0131l\u0131 T\u00fcrkiye Ulusal Emisyon Envanteri Raporuna g\u00f6re ormanlar\u0131m\u0131z\u0131n 2018 y\u0131l\u0131nda \u00dclkemizde sal\u0131nan seragazlar\u0131n\u0131n %16\u2019s\u0131n\u0131 hapsederek \u00e7evreye b\u00fcy\u00fck katk\u0131 sunmu\u015ftur. Orman varl\u0131\u011f\u0131m\u0131z 7 milyon orman k\u00f6yl\u00fcs\u00fcn\u00fcn ya\u015fam kayna\u011f\u0131 oluyor ayn\u0131 zamanda.<\/p>\n<p><strong>Gelece\u011fe Nefes<\/strong><\/p>\n<p>\u00dclkemizde \u00e7evrenin makus talihi Say\u0131n Cumhurba\u015fkan\u0131m\u0131z ile ger\u00e7ekle\u015fti.
